Hollywood Handy Construction has broken ground on the Testimonial Community Love Center’s newest modular interim housing development in South Los Angeles, marking a major step forward in expanding community-driven support for vulnerable residents. The ceremony brought together local leadership, partners, and supporters to highlight a shared commitment to dignity, stability, and belonging for those experiencing homelessness.
A brief pause in the morning rain set a hopeful tone as attendees gathered at the project site. The moment underscored the Love Center’s long-standing mission to serve neighbors in need with compassion, connection, and opportunity.
During the program, Hollywood Handy Construction CEO Alycia Belle emphasized the collective effort behind the development. She acknowledged the contributions of DNA Architecture + Design, Mandeville Modular Inc., Optimal Construction, and Brilliant Corners—each playing a vital role in advancing the project. Belle also recognized Ms. Cynthia Carter, Chief Operating Officer of the Testimonial Community Love Center, whose leadership has grown the organization from 40 beds to nearly 300 since 1996. She described the new site as an extension of the vision established by founder Bishop Hackworth, rooted in faith, healing, and service.

Representing the Los Angeles County Department of Mental Health, Charles Quint, Mental Health Program Manager II, spoke to the critical role supportive housing plays in community wellness and long-term recovery.
The upcoming interim housing development will introduce 40 beds of non-congregate supportive housing for individuals experiencing homelessness and mental health challenges. Built using modular prefabricated construction, the project is designed to accelerate delivery while minimizing disruption to the surrounding neighborhood. Its trauma-informed approach integrates private living quarters with outdoor community areas to foster safety, comfort, and meaningful interaction. Brilliant Corners is serving as the project manager throughout development and delivery.
The development is funded through California’s Behavioral Health Bridge Housing (BHBH) initiative, which expands interim housing paired with enhanced supportive services. Construction is already underway, with completion expected in 2026.
